Territorial management can be defined as "a mode of public management that encourages consideration of the impact of the various actions and structures developed by governments at local, regional, national, and even transnational levels on the social cohesion of society and its ability to intervene in the definition of public actions, on the coherence, feasibility, and effects of public action, on the intensification of competition between cities or regions..." (Decoutère, Ruegg, 1996, pp. 2-3). Climate and social risks are also among the new concerns of territorial management. Territorial foresight is essential in order to develop the most likely achievable scenario for the territory. It is from this scenario that local authorities will define their objectives and steer actions. In order to improve the sustainability of the territory, it is necessary that sustainable development objectives be integrated into this foresight, otherwise local authorities will only have financial objectives to present. Taking citizens into account in territorial projects is a key issue. Moreover, Article 7 of Constitutional Law No. 2005-205 of March 1, 2005, relating to the Environmental Charter (JORF No. 0051 of March 2, 2005, page 3697), stipulates that "everyone has the right, under the conditions and within the limits defined by law, to access environmental information held by public authorities and to participate in the development of public decisions having an impact on the environment."

This session aims to put into perspective best practices in territorial foresight using the Donut theory in the development of territorial projects. The aim is to answer several questions:

• What is the role of the Donut theory in the development of a territorial project?

• Are all global issues considered when developing a territorial project?

• Can the Donut theory be a foundation for the development of new foresight and management tools? • What is the role of citizen participation in the development of sustainable territorial projects?

• What are the new modes of governance for territorial projects?

Contributions such as literature reviews, action research, and qualitative or quantitative research are welcome to enhance the discussions.
